Preparation of SECAP for Gaziantep Metropolitan Municipality

Within the scope of SECAP Project conducted on behalf of Gaziantep Metropolitan Municipality, it is targeted

  • To carry the works of Gaziantep Metropolitan Municipality on energy efficiency and climate change onto international scale and to become a sustainable leading city in this field,
  • To prepare a Sustainable Energy and Climate Action Plan by being a participatory of Covenant of Mayors – CoM initiative and to submit the SECAP,
  • To identify the mitigation potential of GHG emissions in Gaziantep within the scope of municipality’s authority and influence area,
  • To identify the risks of climate change and the vulnerable sectors in the province, and to determine adaptation actions to become an adaptive and resilient city,
  • To prepare the city’s GHG emission inventory and to determine the mitigation actions within the scope of the project context.


With the project, which had started in December 2017 and ended in September 2018, the commitment to reduce emissions in the province by 40% by the year 2030 was made and applicable mitigation and adaptation actions were applied to various sectors. With these steps, one of the pioneering works, especially on adaptation, in Turkey was carried out in the province.


  • Within the scope of the project, studies on the current situation, literature reviews, visits to related institutions and many field trips were conducted.
  • A workshop specific to the building sector and a general workshop on adaptation were organized with the participation of different stakeholders.
  • As a result of several evaluations, a variety of sustainable project ideas were developed as well as mitigation actions exclusive to Gaziantep province.
